NOTICE OF OPPORTUNITY FOR DISADVANTAGED BUSINESS ENTERPRISES

All interested persons are hereby given notice that the Northern Oklahoma Development Authority dba Cherokee Strip Transit is seeking financial assistance from the U.S. Department of Transportation for the purpose of operating a Section 5311 rural public transportation program during FY-2018. The Northern Oklahoma Development Authority dba Cherokee Strip Transit has established a Disadvantaged Business Enterprises (DBE) program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26.

The Northern Oklahoma Development Authority dba Cherokee Strip Transit is giving public notice that it wishes to abide by the policy established by the U.S. Department of Transportation. OPPORTUNITY FOR PUBLIC HEARING

NOTICE OF OPPORTUNITY FOR PUBLIC HEARING REGARDING A PUBLIC TRANSPORTATION PROJECT

All interested persons are hereby given notice that Northern Oklahoma Development Authority, DBA Cherokee Strip Transit, will be seeking financial assistance from the U.S. Department of Transportation Federal Transit Administration for the purpose of operating a rural transportation project. The Section 5311 grant will be from October 1, 2017 to September 30, 2018, funds will be used to operate and maintain a transportation program to transport residents of Garfield County and portions of Blaine, Kay, Kingfisher, and Noble, Alfalfa and Grant. Monies will be used to purchase transportation vehicle(s) and fund the operation of the above program.

If any person desires a public hearing to consider the social, economic and or environmental effects of the proposed project, they may submit a request in writing to the Cherokee Strip Transit, P.O. Box 344, Garber, and OK 73738 no later than March 29, 2017.

The City of Blackwell is currently seeking sealed bids for purchase & delivery of decorative concrete blocks.

Items to be included in bid:

- 156 - 2'x2'x4' decorative concrete blocks with rock face texture.

- 3 - 2'x2'x6' decorative concrete blocks with rock face texture. (Note: If 2'x2'x6' blocks are not available, the number of 2'x2'x4' blocks should be increased to 161.)

- Delivery of blocks to Morgan Baseball Field, 916 S. Main in Blackwell. (Note: Offloading will be provided by the City of Blackwell.)

All bids should be in a sealed envelope marked "Decorative Block Bid" and received no later than Friday, March 24th, 2017 at 2 pm. Sealed bids may be mailed to P.O. Box 350, Blackwell, Oklahoma, 74631 or may be hand delivered to City Hall, 221 W. Blackwell Ave in Blackwell.

Bids will be opened and read out loud on March 24th, 2017 at 2 p.m. in the office of the City Clerk.

Bids will go before City Council on Thursday, April 6th, 2017 at 6 P.M. for approval. The winning bidder will be notified on Friday, April 7th, 2017 and delivery will be expected no later than May 8th, 2017.

- 130 - Black plastic playground boarder timbers with metal stakes

- 300 cu. yds. of engineered wood fiber

- Delivery of materials to Blackwell, Oklahoma 74631

All bids should be in a sealed envelope marked "Playground Boarder Bid" and received no later than Friday, March 24th, 2017 at 2 pm. Sealed bids may be mailed to P.O. Box 350, Blackwell, Oklahoma, 74631 or may be hand delivered to City Hall, 221 W. Blackwell Ave in Blackwell.

Any and all Bids will be opened and publicly read aloud in the office of the Clerk at 2:00PM on the date specified above. All bidders and the public are invited.

All Bids received at said time will be opened and read aloud for the following:

Installation of the following located at the Blackwell Animal Shelter 385 Stevens Street Blackwell, OK 74631

• VTC commercial grade tile in front 10'x10' Office.

• VTC commercial grade tile 24'x3' kennel walkway.

ª New sink with vanity.

• New toilet

• New bathroom door

Bids should include the removal of existing sink, toilet, and indoor/outdoor carpet along the kennel walkway. Please include an option for VTC commercial grade tile in the 5'x5' holding room and 5'x5' bathroom.

Bids received more than 96hours, excluding Saturday, Sunday and Holidays, before the time set for submission of bids, as well as bids received after the time set for submission will not be considered and will be returned unopened.

Site visit is required.

The City of Blackwell reserves the right to reject any and all bids and waive informalities.
